ES&A provided document review and environmental permitting services for the relocation of the Portland Water Bureau’s Conduits 2 and from an existing pipe bridge over the Sandy River to a location beneath the river.

72-Inch Pipe Section at Dairy Creek Crossing
North Transmission Line

ES&A delineated wetlands and provided permitting and mitigation planning and design for the Joint Water Commission’s new 7-mile, 72 inch waterline in Washington County. Streams, fisheries resources, sensitive species and wildlife habitat were evaluated to determine the suitability of several alternative alignments.

Bull Run Reservoir 2 Intake Towers
Bull Run Dam 2 Intake Tower Upgrade
Portland, OR

ES&A conducted habitat assessments and provided permitting and ESA compliance services for the Portland Water Bureau’s Bull Run Reservoir 2 intake towers upgrade project. The Bull Run watershed is the principal source of drinking water for the City of Portland.

City of Salem 75 MGD Conduit
Salem, OR

ES&A staff provided environmental permitting, agency consultation and construction oversight services for the City of Salem's 75 MGD Water Transmission Line replacement project. The new transmission conduits crossed the North Santiam River and the Santiam Water Control District bypass channel.
